Question for the sale of toy guns and knives?

I went to a party store purchase of a toy gun for a Suit I am planning to wear for Halloween. I wanted holstered gun as an accessory to my outfit. I noticed two costume stores that all come without guns and knives came holster without cover. I know that the gun must be red-tipped, but there is a law that they must come without a holster or sheath in the case of Knife?
